Flat Maintenance Defaulters

Readers, suggest a best way to take maintenance from defaulters who have not been paying for more than 5 years stating the reason the builder has not provided proper car parking space. Why the hell did they take flat when they know there is no proper car parking space. Happily using all building amenities but still not paying maintenance.
