Is Anglican broken in Europa Expanded?

Just wondering if anyone else has come across this issue. I love the Europa Expanded mod, but I'm playing an England run and the Anglican event doesn't seem to spawn ever. Is there some other way to spawn Anglican in this mod that I'm not aware of?
