nccu vs. spelman?

I was offered a half tuition scholarship at Spelman, and a full ride scholarship at North Carolina Central with guaranteed apartment housing, a stipend every month, and I am in the honors college. I am really torn between the two, as I know Spelman has a great reputation, but the scholarship at central is life changing. Any thoughts? (I am a political science major)
