cleaning parrot bowls&cage

What is some parrot safe desinfectant spray i can use for cleaning his cage, bowls and perches? Can i use regular alcohol desinfectant to kill possible bacteria and then rinse it?

also another thing,

I can't use stainless steel bowls as a water bowl for him because he loves making a mess and tipping them over. ive tried using it for about a year and trying all sorts of things to fix it in place but water always gets EVERYWHERE. he does this with his steel food bowl too but i manage to make it stay in place with some clips and a rock no problem.

However, i have to use a plastic water holder which is something id like to replace because plastic forms bacteria very quickly. i dont scrub it with rough sponges or anything that could scratch the plastic to prevent more bacteria, although it does get stinky very quickly.

any cleaning tips?
