Should I pull Lucia, or save my pulls to get a better chance at a higher cinema Silly?

With Silly upcoming, I've been trying to prepare for his arrival (worms). I don't yet have enough pulls to guarantee I pull him *and* his engine. But as per this video (https://www.youtube.com/watch?v=UfiaL2ZZVAw) it seems Lucia is likely to rerun alongside Silly. Assuming this is correct, would it be better to roll for a higher cinema (or w-engine) Silly, or get Silly, his w-engine, and use additional rolls to take a chance on Lucia, knowing I won't have enough pulls to guarantee (or even just have a good chance at) her or her w-engine?

And for those wondering, yes, I will be pulling Silly no matter what, even if he is the worst character in the game, I will at least pull him. Yes, even at the cost of Promeia. This isn't up for discussion.
