How is it that lucius caught a gouging fire

I'm on the gouging fire episode and i don't know how exactly we're supposed to justify paradox pokemon existing in lucius's time outside of terapagos

But my main confusion is, did paradox pokemon exist before the time machine was ever started in the anime? Are terapagos responsible for summoning them or did past paradox pokemon always exist in area zero? I know heath saw great tusk at least but i always used to assume it was an illusion by terapagos
