UCSD vs UofMinnesota

My child wants to do medicine and is having difficulty in deciding between UCSD (out-of state) vs Univ of Minnesota (in state). I am trying to help her decide but need guidance. UCSD is definitely ranked much higher but the cost differential is huge. Any advice would be helpful.
