Can voruna’s 4 scale to level cap?

I love running roar on her to nuke with her 2, but i also like how her 4 looks and with the recent changes with her running animation it makes me want to use it even more.

Ive subsumed roar over 3 because i havent experienced energy issues thus far, but im having trouble scaling her 4. I play a lot of level cap so id appreciate any advice.
