Should I keep Modest Lugia?

Catching legendaries is a pain considering the low catch rate, especially when they can use Recover, so I am more open to setting for a nature/IV combo that is ‘good enough’ even if not ideal.

I see Aeroblast was a physical move back in Gen 3, though i know it became special in later gens and I’d say reasonable chance I eventually transfer this to Home and Wind/Wave since it’s my first legit Lugia (I skipped ORAS).

Another interesting complication is that it has really good IV’s for all but one stat: Special Attack. That’s not necessarily a deal breaker to me, just mildly annoying. Conversely it has a good attack IV.

Is it also the case that offensive stats are less important for lugia given its role as a bulky wall?
