Do I need a bigger cage?

I measured my size to be about 8.6cm soft and 16cm hard. So I gotten a 7cm cage based on the guide.

It doesn’t feel uncomfortable, slightly hard to pee. Might need to shave some hair. But it’s not sitting at the base for sure. Wondering if I need a bigger cage?
