Humidity

I got some Hygrometers, one is placed on the right of my tank, the other one the left. the one on the right occasionally fluctuates but the one on the left doesn't and they're usually at 99%. I'm aiming for 70-90% and even if I take the lid off for a bit then humidity only seems to temporarily decrease. Do I need to drill more ventilation holes?
