Soldier/Sniper Movie

There is a movie I saw as a kid so 90s-ish. it isn’t a kid's movie probably shouldn't have been watching it. It is about a soldier (maybe). He returns home and is emotionless almost ptsd. All I remember is he would go out in the desert or field and practice shooting with a sniper rifle over and over. His father was mean to him/bully him. The soldier/guy ends up killing I think both his parents with the sniper rifle. I have no clue what it is called but it randomly entered my brain and I can't find anything online or AI.
