Calibre isn't restarting properly (?)

Hello, I hope this post is allowed.

I'm selling my unused Tolino shine color off to someone since I've switched to the kobo clara color a year ago, and I wanted to export the annotations and highlights I had made on the Tolino beforehand so I don't lose them.

I couldn't find the notes.txt on it, so I thought the next best alternative would've been using Calibres Annotations plugin, but when I do, it tells me to restart to use it, and no matter how many times or how I restart, it's not working.

calibre, version 9.6.0

ERROR: Must restart: You must restart calibre before you can configure the <b>Annotations</b> plugin

The tolino software is up to date (5.15.245253.) Calibre is as well.

I've tried both to install the plugin via "get new plugins" and through the github .zip. (I kept it unzipped) Annotations-1.17.13.

For restarting, I've tried it the normal way, control+r, normal + restarting my whole PC, control+r + restarting the PC, uninstalling the plugin, restarting the PC, reinstalling, control+r and basically every other combination but it's not doing what's it supposed to do.

What am I doing wrong? Can I fix it?
