Tips for scheduling an intake & attorney

I applied back in January and am not having luck scheduling an intake appt. What tips do you have on scheduling? Also, any suggestions on an attorney (contingency) in TX? I stay in a rural area and I cant afford any consultation fees or to pay upfront. Thanks!
