Both of my ads have over a 4% CTR, but no sales?

So I currently have 2 ads running right now.

One ad has 337 landing page visits, with 7,961 impressions. Making it a 4.2% CTR, however, I have no sales.

The other one had 75 landing page visits, with 1,731 impressions. Which is a 4.33% CTR.

1. I offer bin cleaning, not any e-commerce item.

2. I have it targeted so anyone over the age of 25 and anyone near me in a 10-mile radius.

3. Are these actually good ads, especially for a very broad audience?

4. Is it my website that is bad and not the ads?
