GUYS I NEED YOUR ADVICE/HELP!!!

Im playing right Yakuza lika a dragon: Infinite wealth and im on chapter 8. The problem is that i always feel im underleved for different situations. Right now all of my characters are between lvl 28-29 and i usually avoid enemies when it comes to battling but only the ones i know that i cant defeat. I also do some substories and basically skipped the island unlock. If anyone has advice or some form of help then that would be very appreciated!!
