Issue as Lyon's BoS (east coast rebirth)

So, I did the focus bit where I declared war on Raven Rock, DC settlements joined in. But they got their territory and it never came up in a peace conference. Now I can't complete my focus tree because it requires me to have it.

How can I gain it through diplomacy? I don't want to declare war with them.
