(USA) New GM told a guy can't hire atm question

so I over heard my new GM saying she can't hire someone right now cause she doesn't have the credentials to do so yet, but also the previous GM said would hire them but now this is happening and the other manager came and told them that supervisor is going in a different direction so is this just them messing around and lying or is there even a chance this person gets hired ?
