How do I approach a women I find attractive in public?

Hi (24m) this is something I am having great difficulties with, i am single and have been kinda my whole life other than some relationships in elementary school but I wouldn’t really count them.

What I’m experiencing is I’ll notice a cute girl in public say at a target, thrift store or even like waiting in the sub line at a Publix deli, I’ll make eye contact with them for 2 seconds and maybe they will to but I can’t seem to get those first words out of me and not even necessarily asking for their number or saying I think there pretty but simply saying “ hi how are you“ and then go from there.

I know this sounds counterintuitive but I do see myself as a conversationalist at times, I dress quite nice, always have a haircut and have a good hygiene schedule and wear nice scented cologne, white teeth etc. When I am speaking to a stranger that speaks to me first it flows well, I can for the most part keep it going fairly well and end it as needed. But when it comes to women I think are cute all I do is glance at them for a few seconds then wonder afterwards why I didn’t just say something kind or a simple “ hello how are you “ or like “ hey I saw you walking by and thought you were really pretty what’s ur name “ I’m literally never gonna see that person again so why not but actually doing it seems out of reach. It’s beyond frustrating.
