Brown 18.6k scholarship v USC (maybe start in the summer)

Guys like it says, what would be a better decision. I was offered a scholarship at Brown for that amount but can’t start in the summer. USC says you may be able to start in the summer which would grandfather me in before the BBB takes effect. 😭
