cannot assign the sim i want as a dealer(basemental drugs)

i created a household that included the sim i wanted to use as a selvadora dealer. Problem is.. he is the only sim that doesn't show up on the assign NPC's page. I know it's not a problem with the household because the other household members are selectable, but he isn't. He also doesn't possess any other NPC role, so that isn't the issue either. How do I fix this??
