Frog&Toad Burlington child abuse investigation update

There was a post in this subreddit a few weeks ago discussing the abrupt closure of the Burlington Frog&Toad daycare in the midst of a child abuse investigation, followed by an article in Seven Days.

The CDD (state daycare licensing agency) has concluded their investigation and shared the report with parents. While this would normally be posted on the BrightFutures website, Frog&Toad self-terminated its Burlington license, so the state has nowhere to post it. It is only discoverable by a public information request. Here is a link to the finalized report.

Trigger warning: The abuse documented in the report is egregious. It will be hard to read for anyone, especially those of you with young children.

Some highlights/additional context:

  • Tiffany Corbett (variably identified as Tiffany Bergeron in publicly available documents related to Frog&Toad Child Care & Learning Center, LLC) owns a second Frog&Toad location in Essex. This location is independently licensed, and the state has no authority to sanction the Essex site license on the basis of the violations that took place at the Burlington location.
  • Page 3 paragraph 1 clearly documents that one instance of the abuse was reported Tiffany. Instead of fulfilling her duty as a mandated reporter or her moral imperative as the business owner ultimately responsible for the safety of these children, Tiffany chose to dismiss the report. She did not review the available security footage or interview other staff present. The abusive staff member continued working at the center for three weeks after the incident was reported to Tiffany, and that timeframe is when the majority of the other incidents in CDD's report took place.
  • The report states, "Director Erin Pasquale stated she would not answer any questions related to Staff X". Staff X is an immediate family member of Erin's.
