Question about weapons in update?

the last time I played starfield I remember having to level up to 70 before the best of the best guns appeared which always kinda broke immersion for me. so my question is if with the new system can a rare weapon that you find early in the game be upgraded to stay relevant till level 75? or will i still need to discard weapons gear i found early and like?
