Horror movie with tongue cutting?

I have been seeking this movie forever. I think it came out in the 80s or 90s my memory of watching it would’ve been around 2000-2001. I was flipping through television channels and I stopped for a few minutes it was a blonde woman in I think an office cubicle and her phone rang and she answered it and the voice on the other end of the line told her to put her tongue and scissors. She was crying and didn’t want to but did it. I was a kid and scared so I changed the channel before she could cut it off all the way. I’ve looked for ages and never been able to find it or anything like it.
