Why are NC drivers retarded?

Like the title says....what is up with NC drivers? They are all literally half retarded most of the time. From going slow af in the fast lane, to not using turn signals, to not knowing how to merge, to just moving into another lane without even looking if someone is there., I mean I could go on and on.....

Do you all have a Drivers License Exam or do they just give it to anyone who asks?
