Is it better chances for a dc student to apply for the hill in fall or spring when there is less competition?

Is it better chances for a dc student to apply for the hill in fall or spring when there is less competition? I have been looking at outside pre law programs for this summer instead of the hill since im a DC student and will have housing guaranteed during the school year. Im curious if anyone knows if this is an easier timeline since all of the out of city people are applying for summer?
