TRV visa for mexican citizen being in canada under maintained status

Hi, I want to ask on a forum about my situation.

My wife is Mexican and i am french, we are currently in Canada under maintained status (implied status).

We submitted an Express Entry PR application and then a BOWP application on January 31 and February 14, 2026, before our work permits expired, in order to benefit from maintained status, which we currently have. Our work permits expired on February 25, 2026.

Yesterday, we received a rejection for the PR application due to missing documents. I am planning to transition to a closed work permit while i wait into the pool for ITA, but to avoid any issues I want to secure our legal right to stay by applying for a restoration of status for both myself and my wife.

Is it possible for her to apply for restoration even though she is Mexican? Also, at the same time, can I apply for a TRV (temporary resident visa as ETA is no longer available for mexicans) for her while she is still in Canada?

I want to do this in advance because when I later apply for a closed work permit under the Young Professionals category (EIC), once I receive my Letter of Introduction, my wife will apply for an open work permit as my common-law partner. However, we will need to leave Canada and go to Mexico, and then return. For her to re-enter Canada, she will need authorization to board the flight. Since Mexicans are no longer eligible for ETA, she would need a TRV.

I don’t think she can board a flight from Mexico to Montreal with just an open spousal/common-law work permit. So I want to make sure she has a TRV as well.

Thank to you guys!
