[TOMT][MOVIE] 80s action movie with metal arm splint weapon

Looking for an old action movie I saw on VHS as a kid.

Main character is a guy with shoulder-length dark hair, wearing a sleeveless shirt, not a cop (more like a vigilante).

The most unique thing:
his forearm gets broken by a corrupt cop/sheriff, and he wears a solid metal pipe/splint over his arm for the rest of the movie and uses it as a weapon.

There’s a specific scene where he hides around a corner, sticks his arm out, and a guy runs straight into the metal pipe with his face.

Other details:

• city setting
• corrupt cop mentions “marked bullets”
• red sports car (Ferrari/Lamborghini style)
• girl in the movie (one uncomfortable car scene)

VHS title was something like “Avenger” (probably not original title).

Been trying to find this for years.
