How is sensitivity calculated if raw input is on vs off?

Basically what the title says. Also I'm wondering if you can convert your sensitivity from raw input off to on. I'm mostly looking for a formula. And another to convert from the options.txt format.

I'm assuming this is related to technical minecraft because I don't know what else it is.
