is it rude to smoke and walk?

hello, i am just curious about the social norms here. so many people seem to smoke and are fine with it but i just want to know if there are any social norma surrounding it? like is it rude to walk and smoke while going down the street? are there designated areas or is anywhere fine as long as its outside and not near a bus stop or stuff like that?
