Are there selectable servers?

Is there a way to see if your Steam server region is set to another continent’s servers? In my last 5-7matches, every single person on my team and the enemy has been either Russian or another European country who didn’t speak English, which makes it impossible to communicate with anyone. They also all talked to each other in their native language, so I was fr playing completely solo. Has anyone else noticed this? I’m in NA-East so I really don’t know why I’m continuously getting matched with full lobbies of Europeans/Russians
