What version should I buy?

I've been eyeballing this game ever since 100% completing Skyrim, and I want to buy it but there's a lot of editions and dlc and this game even has Creations like Skyrim? is the creations bundle like a necessary dlc for? I am so lost in Skyrim people tell you to first buy special edition then anniversary if you like the game bc anniversary is horribly leveled and ruins early game immersion by giving you all of its new op weapons at once so is there something like that with this game?

So I see there's normal Fallout 4, then a Game of the Year Edition and an Anniversary edition and I want to ask which one is most worth it or if there is something I should know when buying the game.

Does the game go on sale super often? Because I hate spending too much on video games

I've seen Nuka Cola videos on YouTube and I know this game has a dlc all about that so should I get one of the editions just for that?
