Virus vaccine invented by Sage

Now that Vought has got their hands on infected supe corpses (Rock Hard and Jetstreak), can't they develop a vaccine? Sage is said to have developed a cancer cure in a few days - just by herself - when she was a literal kid with little to no resources. Now she is the CEO of the arguably most powerful PHARMACEUTICAL company on the planet.

I know that Homelander will try to go the V1 route, but wouldn't it be smarter to try to make all supes immune?
