Dead Money DLC Not Working

I'm using Viva New Vegas after a friend recommended it because he was tired of watching my game crash on steam constantly. Everything else, including the other DLCs, works perfectly, but I cannot get Dead Money to start.

I have tried:

-listening to the radio broadcast. its not in my pipboy and i cannot get the signal to appear

-going to the bunker. nothing happens when i interact with the radio and i still get no signal on my pipboy

-putting in console commands (they did nothing)

-enabling the dlc in the mod configuration menu. this made the quest for lonesome road pop up, but nothing for dead money

-starting a new save with all the dlc enabled (as in not delayed). this gave me all the dlc popups EXCEPT dead money. no radio signal either

-disabling the extra goodies mod. this locked me INSIDE the bunker

i'm level 24 and dead money was originally set to start up at 20 but it never did. Ironically lonesome road started even though i'm not level 25. I also never got radio signals for honest hearts or old world blues, but i was able to go to their starting areas and start the DLCs just fine. I'm not very tech savvy and I thought I installed everything correctly (using wabbajack for the mod pack and mod organizer to launch the modded game) since i had no issues prior to this.

I'm at a loss as to what to do next, short of uninstalling and reinstalling everything, which I'd rather not do unless I have no other choice.
