US - AT&T - 16PM - Anyone else not able to make calls after 26.4.1?

AT&T in Southern California on a 16 Pro Max. After upgrading to 26.4.1 today, I cannot get any calls in or out. Calls immediately go to failed after hitting send - even 611.

I have dual SIM on my phone and the other line is working fine (T-Mobile) so pretty sure it is not my phone.
