World elite credit card

Just received my credit card. I want to book a basic fare, so question is do I still get free carry-on, and seat selection as well as luggage.

I have researched this and some says no because I book basic only luggage applies and the next one says yes I get both carry-on and free seat selection. They all seem to agree that free luggage but differ on everything else.

Can someone who has gone thru with booking basic fare tell me what they received. Thanks
