Help with building a thematic church of Orzhova deck

hello I've been trying (and failing) to make a thematic Orzhov deck for a long time. I have a general idea of what I want but am unsure how to get there.

in my head im picturing a deck with treasures and tax effects to stay ahead and slow down my opponents. offering deals with the other players that inevitably come back to bite them. possibly then also adding aristocrats or lifegain strategies but at that point I know I'd be doing WAY too much and just have it fall apart.

I don't have a deck list as I've theory crafted several iterations of the deck idea and haven't been happy with any of them and end up scrapping them and starting over.

any help or suggestions would be greatly appreciated!
