Chrome not redirecting to any web page when using temp profile

I have updated chrome selenium driver and when I tried to run my app, the web browser is not redirecting. This is when I use user-data-dir=tempProfilePath\Guid

but when running using user-data-dir=LocalApplicationData\google\chrome\user data\default, it works

Did something change in the new chrome / selenium version? This was working before. Actual error is "browser window not found exception"
