Runners etiquette

I’ve been taking evening walks at sunset for the past 20 years. I live in a safe quiet neighborhood with not much activity after dark. Runners and other walkers who come up from behind to pass me have always given me a very wide berth. I do the same for them. I don’t want to scare them and they don’t want to scare me. We are all wearing headphones. In the last couple of months several different young men in their 20s have run up on me and gone around me so closely I could touch them. I have jumped out of my skin and loudly yelped every time. It scares the living crap out of me. They don’t break stride as they run off. Do they not understand that running up on anyone no matter what time of day is terrifying for people? Or, do they just not care? I work in a stressful job and evening walks with music is an important coping mechanism. I don’t want to give it up but having the crap scared out of me defeats the purpose. Is this type of behavior now acceptable?
