Ok so it's a scene from an Asian School where a school girl is tied in a room and her bully strips her down with scissors.

It's supposed to be some bullying scene where this one asian girls walks in the room with this other girl standing with her hands and legs tied. The bully them slowly proceeds to strip her down by cutting her uniform off with scissors. She then leaves her there naked.
