Can anything be done about cars purposely back-firing on my street daily?

Does anyone have experience with this? This person is driving down the busy street I live on daily (sometimes multiple times a day) and the sound is as loud as a gunshot. It's panic-inducing. It's been happening for weeks now. Can I lodge a complain with only the street and colour of the car? Any helpful advice appreciated.
