everybody's biggest villianess?

what do you think every characters and team biggest villianess is? i was day dreaming the other day thinking about this question. i was thinking about spidey's rogues gallery and it struck he really doesnt have a major one that can stand among his classic villains

for my favorites

cap its either sin(the red skull's daughter) or viper/ madam hydra.
