Awful stutter/frame-pacing at the moment

Is anyone else having really bad performance on PC atm? I play on performance mode and average between 400-600fps uncapped, but even capped at 360 it stutters like crazy on my 175hz monitor. GPU: 9070XT, CPU: 5700X3D, Ram: 32gb 3600mts DDR4. Anyone know any fixes that aren't well known? I feel like I tried everything and no dice...
