How do I create El Capitan bootable usb from Windows 11?

I'm trying to bring back a 2008 MacBook (A1278) and I don't know how to create a bootable usb for macOS, I only have access to a Windows 11 PC and have plenty of USBs for any size. If El Capitan is too difficult then an older one would work as well.
