[TOMT] Looking for a thriller movie I watched as a kid.

I say "as a kid" it was within the last decade ish, maybe 2010 at the oldest. Here's what I remember, and I'm not 100% sure on any of these details but these are the ones that stuck around in my brain:

• White Western guy, implied former agent/spy background
• Set in Southeast Asia (possibly Philippines)
• Connected to a local woman and her child, has to rescue the child? Or the woman? or some shit like that
• Uses an old iPhone (3GS or 4 era) to call in a favor from an agency
• A sniper is shown on screen actively clearing the building ahead of him in real time
• English language, likely straight-to-VOD, fairly sure I watched on Amazon Prime
• Low budget / not widely known or I feel like I would've found it by now

Any leads would be greatly appreciated. The rest of my family also remembers watching this movie ages ago but none of us were able to produce any more details.
