If I rent a server can I run steam on it for steam link?

my laptop isn't fast enough to stream and our internet cuts out randomly so I have to use my hotspot for gaming. but its fast enough for cloud gaming in cities so I was wondering if I can rent a server and install steam on it to run my steam games for steam link?
