You pay an annual fee depending on how much of a liability you are. And all of the stupid shit that you do when pissed is covered. Nothing bad or illegal. But minor illegalities. I know I know, but of a paradox. But it could cover doing runners from taxis or restaurants for people who still pull that shit. Or for knocking over stuff when absolutely wandered.
