Did they patch pickpocketing gold bars?

I just started playing 3 days ago and was excited to learn you could farm gold bars at Scholastone. I made it there last night and have spent about 3 hours running around like a mad man getting real handsy with the residents. I didn’t see anyone carrying around anything other than pouches for the first hour so I decided to just start grabbing stuff. Got mostly apples and garbage jewelry. What am I missing? Or am I just too late to the party?
