[Newcomer/WH] Does the 90% Rule apply if my pre-arrival foreign income is very minimal?
Hi everyone,
I am currently in Canada on a Working Holiday visa and filed my first tax return for 2025. I’m confused about the 90% rule and how the CRA assesses it for newcomers.
My Situation:
- Arrival Date: May 21, 2025
- Pre-arrival Income (Jan 1 - May 20): $690 CAD (Earned in Korea)
- Canadian Income (May 21 - Dec 31): $17,771 CAD
- Total World Income: $18,461 CAD
- Percentage of Canadian Income: ~96.3% of my total annual income.
The Issue: CRA prorated my Basic Personal Amount (Line 30000) to approximately $9,943 based on my residency period. However, Wealthsimple suggested I meet the 90% test because my foreign income is so low ($690).
Technically, during the non-resident period, I had $0 Canadian income and $690 foreign income, which is 0%. But for the entire year, my Canadian income is over 96%.
My Question:
- In this case, am I eligible for the full Basic Personal Amount ($16,129) under the 90% rule?
- On the "Change My Return" page in CRA My Account, there is a question: "Was more than 90% of your world income for the non-resident period earned in Canada?" Has anyone in a similar situation (minimal foreign income) flipped this to "YES" and successfully had their full credits reinstated?
I’ve heard mixed things—some say it’s strictly about the non-resident period, others say the "spirit of the rule" allows for full credits if foreign income is minimal. Any advice would be greatly appreciated!
