Need help finding a lv. 24 Paldean Tauros Blaze Breed

Hello, so I am doing a mono-fighting hardcore challenge and not a nuzlocke because I suck at those and despite me trying my best I always lose them. I wanted to make Pokemon harder without having that stupid permadeath rule and did not succeed. It is still to easy (so far). Anyway, one of the fighting types I wanted was the blaze breed of Paldean Tauros, because I had a strat for Iono which was to gallade/Lucario her first two moms, and send in Breloom to charm her Luxio to oblivion and get a spore on it.. Then, I work up sweep with Tauros. I am doing level caps and Iono's is 24. The problem is, even after 30 mins of searching, the Tauros that I can find are all between lvs. 25-29. Does anyone know if it is possible to acquire one at at least lv. 24? Thank you! P.s. some nuzlocke tips would also be much appreciated. Maybe I'm just using the wrong Pokemon?
